APLICA, a founding member of the European Federation of Tank Cleaning Organisations, has had a busy 12 months.
The France-based organisation now boasts a total of 86 members, operating 86 cleaning stations across the country. The organisation is made up of firms whose primary activity is the internal cleaning of road tankers – an essential part of the logistics supply chain.
Over the past 12 months, a total of 572,500 EFTCO Cleaning Documents (ECDs) were issued. This is up from 560,000 in the previous year.
Despite the increase in members, the number of cleanings indicates that the economic situation in the sector remains challenging, with no significant growth in cleaning operations.
A mark of quality
An APLICA spokesperson said: “APLICA has firmly established itself as a mark of quality in the industry.
“The association remains committed to ensuring that all members comply with its statutes and internal regulations.
“To uphold these standards, internal audits are conducted every three years by an independent external auditor. As the sole auditor covering the entire national territory, they ensure complete objectivity throughout the process.
“In the past, three members were excluded from APLICA after failing to comply with the association’s statutes and internal regulations, despite receiving formal notices.”
APLICA Cleaning Software (ACS)
In collaboration with DELSSI, a French company based in Lille, APLICA has developed the APLICA Cleaning Software (ACS) to enhance efficiency and compliance in tank cleaning operations.
The first cleaning station began using the ACS software in December 2024 and it has since been rolled out to many other stations.
Further stations are expected to adopt it over the course of 2026. ACS is a complete software solution, adaptable to any user, covering the entire process up to final invoicing.
Training for quality auditors in the food industry sector
At the request of food loading companies, APLICA has developed a specialised training programme for quality auditors in the food sector. The first session is scheduled for mid-January. The programme equips auditors with the expertise necessary to conduct thorough and effective audits of cleaning stations handling food products.
Mandatory training within APLICA
Training programmes have been in place for over 20 years. All operational and administrative staff are required to undertake mandatory training every three years, with additional modules on food hygiene and safety selected at the discretion of management.
• Food training module
o Last three years: 26 sessions, 230 participants;
o Objectives: Provide participants with fundamental knowledge of good hygiene practices and the HACCP method within the professional environment of cleaning tanks transporting food products. Participants will learn to understand and apply basic hygiene principles and identify risks related to food contamination.
• Safety training module
o Last three years: 57 sessions, 497 participants;
o Objectives: Control and manage safety-related risks in cleaning stations.
Compliance and regulation
APLICA continues to combat rogue cleaning stations and maintains constant contact with the French Ministry for the Environment to ensure adherence to regulations, internal statutes, and EFTCO rules for washing stations using the eECD system. Members are required to comply with French regulations concerning discharges, whether into municipal systems or the natural environment. Compliance is monitored both at the point of membership application and through regular submission of water usage documentation, in addition to internal audits.
